Scott is an active community leader in Ottawa with various local not-for-profit and charitable organizations, as he was previously while living in Winnipeg. Scott's volunteer efforts have been recognized through nominations for a United Way Ottawa Community Award and for a City of Ottawa Civic Appreciation Award for Community Activism. The following are examples of Scott activities as a Vice President and President of the Riverside South Community Association.
· Participated and led community input to the development of the Riverside South Community Development Plan.
· Participated and led community input to the development and documentation of the original North-South Light Rail Transit (LRT) Plan for the expansion of the O-Train to Riverside South.
· Led community opposition to a developer’s plans to rezone a 7 acre parcel of land initially earmarked for a future school to a residential development with over 160 dwelling units. Pushing the issue to an OMB hearing where a school board concurred with recommendations to expropriate the land led the developer to sell 5 acres to the school board and pursue the development of residential dwellings in the remaining 2 acres.
· As an example of leading collaborative approaches and coordination with other community leaders, Scott led the community representation with the local Councillor, the City of Ottawa’s forester, the City’s Forests and Greenspace Advisory Committee, the community’s lead developer, and a number of individual residents in exploring possible opportunities to have trees planted along the wide boulevards on the existing portion of Spratt Road. City staff agreed with the position and coordinated the planting of the trees. Coordination of resident feedback was key in leading to this decision.
· Led the review and community representation, including the coordination of resident discussion and feedback, on numerous development applications such as rezoning applications, plans of subdivision, site plan control applications, among others.
· Led the community representation, and coordinated effort with local politicians from all three levels of government, in support of the project approval for the widening of Limebank Road and of Riverside Drive from Limebank to Hunt Club.
· Led the community representation advocating for increased public transit service and the introduction of service options to provide enhanced public transit access beyond South keys, principally to downtown.
· Led the community representation advocating for enhanced cycling safely and new, safe cycling routes connecting our community to neighbouring communities.
· Participated in and coordinated community input into the design and planning of community parks.
· Initiated the transition of ice rink maintenance from the City of Ottawa to the Riverside South Community Association and coordinated the stand up of the initial volunteer teams who provided the time and effort to maintain and oversight of the ice quality and overall safety of the ice rick and neighbouring portions of the park.
· Provided community representations and provided input on to City Council on City budgets. For a few years coordinated the only community association-led resident consultations collecting views, perspectives and input as part the City’s budget process.
· Participated in and provided community input into the City’s Ward Boundary Review in 2005.
· Assisted concerned residents in organizing several community-based initiatives, such as a stoop and scoop campaign, requests for dog-on-leash signage in parks and school property, designation of an area for use as a dog park.
· Obtained trees through the City of Ottawa’s Mayor’s 150th Anniversary Tree program in 2005 for a local community park.
· Helped led semi-annual Spring and Fall Community Clean-up campaigns.
· Led and coordinated efforts to lobby the City for a new recreational multiplex facility, including the creation of a volunteer-based Special Project Team, discussions with third-party / private sector organizations on the prospect of public-private partnership ventures.
· Participated in and provided community input into the design and planning of new schools in the community.
· Represented the community in calling for greater capital funding from the City in support for the development and provision of provincially licensed day care services for school-aged children at all elementary schools in the community.
